Planning Commission

The Planning Commission meets weekly to help make decisions that shape how our city will look and function in the future. Their responsibilities include:

  • Reviewing permit applications for physical development plans along with proposed changes to the Planning Code and the City’s General Plan.
  • Helping the Mayor, Board of Supervisors, and City Departments make decisions that achieve the city's long-term goals regarding how land and buildings are constructed and used, now and in the future.

Historic Preservation Commission

The Historic Preservation Commission (HPC) meets biweekly to help protect San Francisco’s historic resources. Their responsibilities include:

  • Suggesting which sites should be officially designated as landmarks to the Board of Supervisors;
  • Examining buildings and places that hold significant social, historical, or cultural value to our city's diverse communities;
  • Granting approval for certain modifications to historic buildings.

The Historic Preservation Commission was established in 2008 by Charter Section 4.135. It is a seven-member body that advises the Mayor, Board of Supervisors and City Departments on San Francisco’s historic preservation goals, policies and programs. It also reviews proposals to protect new buildings of significant social, historical, or cultural value and to modify certain historic buildings.

All members are nominated by the Mayor and subject to approval by the Board of Supervisors. Members of the Historic Preservation Commission are generally experts in the historic, architectural, and cultural traditions of the City. The Architectural Review Committee (ARC) is a three-member sub-committee tasked with evaluating complex design issues.

Variance Hearings

Variance Hearings allow property owners to seek exceptions to certain quantitative zoning laws (for example the number of feet of required setback), while also ensuring that any changes are in line with the City's planning goals and community well-being. Other common examples include requests for exceptions to rules about backyards and open space.

Environmental Review Officer Hearings

Environmental Review Officer (ERO) hearings are conducted on an as-needed basis for two reasons. First, development projects can be heard in order to impose mitigation measures that reduce environmental impacts. This is only required for specific types of environmental clearances (e.g. General Plan Evaluations) when no other public hearing is required for the project. Second, environmental appeals can be heard for projects that have changed since they were first provided with a specific type of environmental clearance (e.g. Categorical Exemptions).
